There's plenty of iron ore available, but only one smelter is processing it. The two constructors are starving for ingots because production can't keep up with demand. Look at the input indicators: red means demand exceeds supply.
Increase the smelter count so the factory can run at full capacity. The production target is 40 Iron Plates per minute.
